Is it really the worst Florida has been at in terms of deaths? I feel doubts that it is.
Florida has 2 million more people than NY, but the same number of COVID deaths as tiny Connecticut.

Not in Duval County (Jacksonville) Most cases in Miami/Dade, Broward, Palm Beach and Tampa. Predict <100/day in Duval last week in Aug. Deaths in Fl up very little compared to cases which are “up” 10x. (but are way inflated)
It is not rampant here in Florida it is all media media media there is no ramp in covid-19
