So, here is my idea.
1 - Send a company of National Guard, Army or my favorite would be Marines.
2 - Order the crowd to disperse.
3 - Fix bayonets.
4 - Give the crowd a few minutes to leave.
5 - Advance until the crowd is bleeding on the ground or gone.
Five easy steps.
My boys are Marines and they said all it would take is about 200 of them to hit the town dressed in civilian clothes and let them sort these rioters out. They both said there nearly all the Marines they serve and know would be up for it too.
I say get them to Portland and let the Marines have their way with these cowardly , marxist scumbags
