Yes, there are exceptions but those exceptions can get you in trouble. Our county allows mask removal when masks interfere with communications. A server we know was reprimanded for dropping his mask because an elderly, hard of hear, person could not understand him. Two couples reported him to management. Rather than cite the exception, management reprimanded the server.
There are exceptions for medical conditions. Everyone has some sort of medical conditions. But, according to HIPPA laws, it is illegal for someone to inquire as to what those conditions are.
Yes, I think this is a hill to die on. Individual rights and liberties are at stake. But, if they can get you to comply with something innocuous, like mask-wearing, it makes the harder edicts more difficult to resist.
