Probably so since I think John Roberts decided the Bill of Rights doesn't apply in California, for now at least.
Roberts was specific and this is a different edict. Can be challenged. Every new piece of garbage can be challenged.
I looked into it a bit. While he did close dine in restaurants and bars and gyms, grocery and liquor and hardware etc remain open. So it is not constitutional.
