...So if a cop tries to retire without the necessary paperwork, he’ll get no pension and no post-retirement health care...until the paperwork catches up with him... Why wouldn't he just get his regular pay?

Some will just quit and sue the City of New York while seeking employment in places like Florida.

If an NYPD cop is eligible to retire now but is being denied the ability to do so he/she should just call in sick...or better still,call in with a job related illness/injury...until his/her application is accepted.

You can't call in sick to the NYPD for longer than two days without going to see a Department Surgeon. But the REAL problem is if you are out sick then you cannot make overtime, and NYPD retirement takes overtime into account.
So if you don't make overtime for a month or two at the end of your career, then your pension will be diminished by possibly thousands of dollar PER MONTH for the rest of your life. That's why cops are leaving now in a hurry.
