If an NYPD cop is eligible to retire now but is being denied the ability to do so he/she should just call in sick...or better still,call in with a job related illness/injury...until his/her application is accepted.
Seems like refusing to allow an eligible person to retire would be, like, well - you know, slavery or something like that.
