The tweet came after Biden told reporters Wednesday that he had taken a cognitive test.

I've watch the video of Biden answering the question multiple times. To me, it sounds like this:

Reporter: "Have you been tested for some degree of cognitive decline?"
Biden: "I've been testing I'm constantly testing."

I believe he was answering the question "Have you been tested for COVID?"

NOBODY gets "constantly tested" for cognition. His seeming non-answer to the question itself almost proves cognitive decline. He's so used to hearing "COVID" that is what he chose to answer. He also thoroughly mixed up present and past tenses.
