Just noticed on C-Span while we’re waiting, they changed the title on the podium from VP to President.

And the long shot on C-Span shows the upper area not packed, nor is the floor. Lots of standing room from the the press area to where the first standees are.

Need a correct answer as to whether they are prohibited from filling due to covid-19 rules, fire department rules, or lack of attendance.
