Clever. Mayor allows a group to publish on public streets, barring someone else from doing it means she's censoring free speech.

But it'll get litigated in DC so we know the law won't matter in the end.

That’s JW’s point and goal: get denied, then sue the city for the inequity. They’ll never get their message, but the city will either pay up for the discrimination or be forced to remove the other signs.
