Flanagan’s seat contained a little Suburban territory, Franklin Park, not to mention Chi enclave Norridge. He was the last time we had a seat with any major Chi territory. But I would be remiss if I didn’t point out that the fact that a portion of O’Hare (with no voters) lies within the boundaries of DuPage County while legally being part of the City of Chicago should not be sufficient to deem Henry Hyde’s district to be partly “in Chicago.”
