The reason the cops appeared to be “just standing there” is because that is what they are doing - watching a flailing suspect in custody and standing by in case help is needed to subdue them further. King was so high at the time he was stopped he was literally throwing cops off who were trying to arrest him.

Remember George Floyd? Apparently, not. He was handcuffed and unconscious for over two minutes while a cop with 3 cops backing him up continued to exert excessive force on his neck.
There just is no moral equivalence to this episode of cop criminality. Chauvin is going to hang for it and rightly so.
