I think the mugshot is of a fall guy, myself, but I don't believe they are the same man.
But I do believe George Floyd is dead and was murdered.

Look at the shape of their heads. The street Derek has a rectangle face. The mugshot Derek is of a man who has a rounded head.
Their faces are also different

Photo on the left is slightly compressed vertically (or the one on the right stretched). Both photos show a slight indention curving up from the inner end of left (his right) eyebrow. Ears the same. (Ears are the most identifiable element).
In the left pic, his head is slightly pivoted to his right, and tilted. Pic on right, head tilted right but very slightly pivoted left. Hairline the same. Philtrum and cupids bow the same, even though his mouth is open on right.
The fact that one is a photograph with interior lighting, and the other a video still screen shot outdoors, account for some differences. Camera angle straight-on in photograph. Camera angle looking down slightly in video still on right.
I squeezed the photo together side to side, and it’s undeniably the same guy. If I can figure out how to upload or link to image, I will.
