There is really no official ‘domestic terrorist organization’ that I know of. The ‘terrorist organization’ designation is used for international groups.
So either Antifa is organized internationally, or the domestic designation will just use current organized crime laws, and the term is being used generally rather than legally.
I think it may actually have been the black bloc or another identifiable anarchist group. These were the forerunners of Antifa. I can’t find anything specific about it related to Obama, so maybe I was wrong...I’ll have to do some more digging, because I actually recall that he decided certain radical organizations (mostly based in Europe) were political rather than terrorist.
