This man was detained and surrounded. Yet the officer had a knee on this man's neck until he suffocated. Are you kidding me?

Might want to look at the video again. The cop was asking him if he’d stop fighting them and get in the car if they let him up.
An unarmed man, already cuffed and lying down in the road, died after a 220-lb or so (now ex-) policeman kneeled with his knee on the guy's neck for 7-9 minutes, even as passerby are filming and some are saying, "stop, you're killing him".
Other policemen -- now known to have earlier used excessive force (knocking a teenager's teeth out) -- stop passers-by from helping the guy on the ground, and appears to be maneuvering to keep the incident from being filmed.
The guy doing the kneeling stayed kneeling on the dead guy's neck for about 2 1/2 minutes AFTER the guys' bowels evacuated...presumably the time of his death.
The paramedics found no pulse when they showed up.
And the guy doing the knee on the neck? Put his hands in his pockets while it was going on. Not exactly a subliminal sign of fear for one's life or safety.

Your remarks but there is no evidence in this case that the death rises to a federal matter or even to a level needing the state police. if it does then all deaths do.
Sounded like defending the police, in the following respect:

It's how they took down the Klan back in the day, when white officials would either turn a blind eye or participate in beating / killing black people.

I was not defending the police. The video, at least to me, is so obviously damning that the resolution is self-evident...prosecute the cops. If Minnie needs the FBI, or the FBI feels compelled, to get involved in a case this obvious then every murder requires the FBI. The FBI needs to stick to things that are at the federal level rather than local and state law enforcement.
Since the murder happened under the supposedly imprimatur of the Minneapolis Police Dept,, AND since they were fired, I suspect that is enough to pierce qualified immunity and open them up to the Deprivation of Rights charges from the Feds.

Ahhh, so you dont think Minnesota has a dozen laws on the books to deal with this. Got it. Different issue but I got it.
They used these laws on the Klan at the Federal Level when the Southern (Democrat, back then) states used creative incompetence to avoid prosecutions.
