Why ten (ten)? A matrix of nine people would be contained in a square not less than 12 feet by 12 feet, with no one moving around. To add one more would require another rectangle of 6 ft by 12 ft to be added, making a room sized 12 ft x 18 feet. thus there would be two spaces for someone next to them to move into as in a kind of flat Rubik-like puzzle, but to what advantage? For every person to move about even in a very limited way would require a space of, say, at least twice as large, even while observing the rules.

Such a meeting does not make sense at all. No one is going to do this. What an asinine, unworkable concept! We need to get rid of the whole stay-at-home illogical control of the movement of humans. There is no sense to it at all.
