By caught, I think they mean stopped. After the third time Arbery was stopped, he apparantly decided to quite running and fight. Normal people would have surrendered. But The Jogger was NOT normal.

No, he seemed overly aggressive. Not just in this instance. I understand there is a video of him from an encounter with the police in a park. He was aggressive there too.
