The purchase orders include requests for disposable cuffs, gas masks, ballistic helmets, and riot gloves, along with law enforcement protective equipment for federal police assigned to protect Veterans Affairs facilities. The orders were expedited under a special authorization in response to Covid-19 outbreak.
The Veterans Affairs department, which manages nearly 1,500 health care care facilities around the country, has also extended special contracts for coronavirus-related security services.

This is about subsidizing the huge military/security industry. That’s why Congress gives military gear to the local police, not because the local police need it. Militarizing the police and government non-military agencies is not about control, though that may be a side effect. It’s about sending money to the companies who employ lobbyists to lobby for those purchases. Why does the IRS need SWAT teams? (Read about that one during the Obama presidency.) Why does the local sheriff in a rural county need an armored vehicle?
The county I live in has at least one MRAP(?) vehicle.

During obama’s run, all the federal agencies were ordered to buy up millions of rounds of ammo to get them off the market.
I worked in the late 80s and through the 90s at a non-law-enforcement federal agency in DC. Next to our office area was a locked room that seemed to be never used.
However, on a few occasions over the years, I saw that door open. The room contained a huge, walk-in vault, and I saw people bringing in or taking out huge loads of ammunition more than once.
We always wondered what was going on, but were afraid to ask. . . .
Pretty much every county in the nation has at least one one MWRAP personnel carrier... and those things offer good protection against IED’s, but are vulnerable to other things.
