Simple: A group of union-management personnel within the US Post office nationwide has been using a flaw in the software of the USPS to track packages and letters to intercept them, read them to paying customers and hide them about the facilities they are stolen within. That scheme was caught in 2005 in South Carolina for legal filings with the federal court there and again a few years ago in the 9th Circuit Court of appeals for a series of legal filings and a sting was conducted in the 9th Circuit and caught the culprits the right way. The investigation was finished quite a long time ago but is being held up from release as the rest of the case involves crimes by the state of Arizona Attorney General’s office and a current U.S. Attorney involving Lumen Database and Alphabet-Google (anti-trust is not the biggest issue with google). Documents and court records are available for review. On the mean time: it is interesting to learn about and will arm you with background when the cases are all published (1 Arizona state case,three federal district court cases and two federal appeals cases all stopped and held pending parallel criminal proceedings.
