He should ask one nursing home be designated COVID Recovery Center and move patients there when they're not sick enough to be in the hospital but too dangerous to go back to their nursing home. One 'home' only has COVID patients... that 'hospital in Central Park' would have been perfect... plenty of fresh air and all...
