The reason toilet paper is not on shelves in America is because it is in Americans homes. That is a lot different from Venezuela where there is never any on the shelves because none is being produced. If you have read the reasons for this it is because during normal times, people spend most of their waking time at work; thus using commercial TP. Toilet paper producing companies are having to rework their supply lines to produce more TP destined for home use and less for office and manufacturer’s worker’s use.
