And Cuomo can borrow any one of the >3 million excuses Hillary used.
Hillary is a far more accomplished liar and dissembler than Cuomo. He is too dumb to pull it off. Also, Cuomo does not have much charisma. Cannot see much upward potential.
OTOH, he is good at deflecting blame for his inaction upon others.
