I think it is unlikely. Cuomo was given a recommendation c. 2015 to acquire more ventilators and the state did not do.
Additionally, Cuomo started to second-guess his shutdown order of last week.
He's not going to win with unemployment being 12-20% in New York, which I predict will be the rate at election time.

Look, I know WP lies about Trump as easily as most people breathe, (those without covid-19). But if you do research, there are some unsettling things about the administration’s pandemic response, and aside from an article by Dr. Segal over at Redstate, there are no glowing reviews of the administration’s response. That is a problem.
