Perhaps state/federal 20/80 payment for undoubtedly reasonable overhead costs of businesses states have ordered closed, federal unemployment insurance top up of $100/week, CHIP/Marketplace premium waivers, SNAP asset waiver of $4000, on-request self-employment tax waivers for 2020 and refunds of 2017-2019 SE tax in exchange for 20% 2022-2024 SE tax rates and for airlines, advance federal payment of flights at $20 per boarding and 20 cents per mile for unrestricted future federal law specified use.
The bill is what RINOs wrote.

If it is so urgent, why did you leave Washington before the job was done protecting the American people. Mr $178,000 a year Congressman why did you choose to leave before the job was completed. The Teenagers are exposed still working at the Grocery to put food on your family’s table, do your job no matter how inconvenient.

Earlier this month, Pelosi said, “We are the captains of the ship. We are the last to leave.”
But the entry level bag boys at the grocery store are reporting to work despite the risk of getting the red flu. They understand their job is to help people get food and other necessities.
During the campaign season I get four flyers a day from candidates asking me to elect them to Congress so they can fight for me day and night. Now, in an emergency, the Congress critters are no where to be found.
Congress needs to be at their work stations in Washington doing the one thing no one else can: voting.
I imagine there are alot of us service members abroad would like to be with family at this time, but, they do the job required of them. The congressman need to follow there example and quit whining.
Why did all these Congressman leave DC in the first place? The Senate got it done.
