I don’t understand...what’s the incentive for businesses to lay off their employees?

The government will pay their laid-off employees their full salaries for three months up to $1100 a week.

The Indian tech lobby has a 500,000 H1B and H4EAD gift inserted in this bill to to help these foreign scabs. The visa is automatically extended for 1 year.

When they lose jobs they can now also remain in the US and have priority in hiring over Americans.

If I heard it correctly, there is a provision that would pay people up to 100% of lost salary (max $1,100 per week) for four months. Effectively, businesses large and small could furlough most of their staff for that long without harming the individual worker nor the businesses' unemployment insurance history.

I think you are right. If businesses lay off workers, they can’t get loans that would be available under this package.
