In my view, you left out lawyers.
The lawsuits against the non FDA approved drugs were already written just waiting for the first person or first liar to not get well or die after taking the drug.
As in the case of the 3M masks, lawyers are the problem. They were salivating over the opportunity so sue 3M for some problem they derived out of of thin air. Facts don’t matter in an extortion lawsuit
For ever plaintiff lawyer there is always a defense lawyer and a judge making money
