Obviously an open borders policy is very dangerous and always has been. It's not just poor South Americans who cross open borders. Terrorists and other enemies of the USA do, and obviously there is no way to prevent those carrying the coronavirus from entering the USA across open borders.
To halt immigration from Europe and Asia while maintaining an open borders policy is obviously absurd.
