it’s a great idea, but it would almost have to be done in a stealth manner otherwise we risk an absolute sudden cut-off by China. Maybe I’m wrong, but that was my first thought if we are that dependent on them.

And that’s just a start.
Medical equipment.
Food supply.
Critical infrastructure.
Take away structural advantages we’ve given China over US manufacturers—such as cheaper shipping from China than domestically.

All it would take is a tariff, no legislation or action needed. Just set the tariff really high ON ALL IMPORTS FROM ALL COUNTRIES and get out of the way. Leave the tax payer out of it.
