Making up numbers is part of the annual flu mortality calculation. They have a few hundred actual (tested) flu deaths. They take the total pneumonia mortality number and assign some percentage to the flu. The multiplier vs the actual dead patients tested (for flu in a lab) is in the ballpark of 100x.
