A true criminal investigation will interview bit players first and save major suspects to the end. That is one reason why the Hillary investigation was so fake, they kept giving immunity and allowing conflicted lawyers to sit in on interviews.
I believe the refusal to give immunity to Steele is not a good thing for him, although he may prefer to go to prison to avoid the ire of Clinton!
Prosecutors usually prefer to investigate and talk to lesser witnesses before confronting the key figures and potential targets. Otherwise, if you talk to them first, your questions are likely to be superficial and uninformed.

Most likely the interview was to be one of the final steps in the investigation. That’s how it usually works. He probably wants to wait and see exactly what they bring against him and then make a deal. He’s smart enough to know he can’t talk his way out of trouble preemptively.
