A true criminal investigation will interview bit players first and save major suspects to the end. That is one reason why the Hillary investigation was so fake, they kept giving immunity and allowing conflicted lawyers to sit in on interviews.

I believe the refusal to give immunity to Steele is not a good thing for him, although he may prefer to go to prison to avoid the ire of Clinton!

I wonder what MI 6 and MI 5 can do to persuade Steele to cooperate with Durham or can they play “surrogate” interrogator to Steele, a British citizen and possible traitor.

Why? What could they possibly charge him with? Getting paid to write up gossip about celebrities is not illegal.
