They make UTC germicidal lights that don’t harm humans. The subways should install them on the trains and the terminals.
You don’t have to turn them on until there is community spread.
They could disinfect the cars every couple of hours.
Every little bit helps.

To do any good, they should act like the virus is already in NYC and on the trains, which it probably is.
