Speaking at a campaign event in South Carolina on Tuesday, Biden was talking about the Violence Against Women Act, which he drafted as a U.S. senator, when he offered an ill-advised scenario of a woman walking naked to say that “no man has a right to touch her.”
“No man has a right to lay a hand on a woman for any reason other than self-defense,” Biden said. “If someone in this room got up, took off all their clothes, and walked out the door, no man has a right to touch her.”

Joe then said...if i were to take off all my clothe ..no women..or even a feminine man, has the right to touch my junk..unless i say the special password “wham bam thank you ma’am”.
I don’t know. He’s old enough he may be trying to paraphrase Vlad Tepes, a prince of Wallacia.
He’s reported to have said that a naked virgin carrying bags of gold could walk unmolested though his lands. This was in response to a foreign merchant worried that he would be robbed on his way home from dealing with the Prince.

"For instance you, or you (points to young lady)." He continues. "If you were to strip right now, I would totally not grope you. Go ahead. Take your clothes off right now. I'll just watch, but keep my hands at my side. Go on."

Joe: "That's okay, all the more reason she should strip. I'll prove that it's wrong to touch her."
