Supposedly, the Beatles wrote that song as a retort to the Beach Boy’s “California Girls”. They were obviously competing for popularity with the BB’s.

Additionally, the lyrics very very tongue in cheek and were meant to be a parody of Chuck Berry's "Back in the USA". The music obviously was an homage to Brian Wilson Also, it was a McCartney song. Does anyone seriously think Sir Paul wanted to be back in the USSR?

Yes, it was meant to be a “joke” of a song. I always liked both tunes, knowing that the Beatles meant it as tongue in cheek.
