Might be that it’s a federal base and the people being brought there can be subjected to tighter laws and rules concerning such issues than would be at the state or local level.

I believe it is March AFB in Riverside, California. March is no longer active, and is now called March Reserve Base. Hosts Air Force Reserve and Air National Guard units.
