Hmmm... were Bolton’s editors and publishers cleared for Top Secret Information? If not, didn’t Bolton commit a crime? Where is Barr?
Zinman’s twin Yevgeny apparently was the leaker. Bolton submitted the manuscript to the NSC as required for pre-vetting, and then Zinman or someone else leaked something, possibly what the NYT said, possibly just that there was a book. Now the NSC has said it can’t be published as presently drafted. So Bolton can either not publish it, or delete the objectionable material and then publish it.
