Based on the testimony today, the obstruction of Congress charge falls apart because Schiff’s subpoenas were illegal since there was no prior vote from the House as a whole to authorize the committee to issue subpoenas.

I agree. The House rules provide for subpoena power for legislative purposes. Impeachment is different and requires a separate vote of the whole House to authorize issuance of subpoenas. “Investigation” is also different than impeachment.
