For the House, the extra day

The 24 hour rule did not change, the only change was allowing the 24 hours of argument to take place up to 3 days instead of two. They still only get 24 hours.

Right.

Cocaine Mitch is no dummy. 24 hours of argument makes everyone (including Roberts very cranky). It was easy for McConnell to give this small concession to Collins and Company (and probably planned it in advance.) JMO
