Sorry, all legally created courts operate with USConstitution limitations. FISA _courts_ enable DC dark state spying on USAians. Where is the power to spy on anything and everything, including lawful government representatives and operation, in the powers allowed to DC, sans Congress? Secret courts with secret witnesses having secret powers, not allowed...
