The someone you know must be a world class shooter.

Shooting (accurately) while moving is hard and takes lots of practice.

Shooting from inside a confined space (like inside a squad car) is REALLY hard on your ears.

Shooting from inside the car while moving, while driving, would be really really hard.

Shattered glass would be messy.

I'm not sure I have ever heard of that being a trained technique, but even if it is, I am skeptical you could find any place in the country where you could practice it.

Oh, you could definitely pull the trigger while doing this, but beyond that it seems on the edge of irresponsible.
