WASHINGTON — A highly anticipated report by the Justice Department’s inspector general is expected to sharply criticize lower-level F.B.I. officials as well as bureau leaders involved in the early stages of the Trump-Russia investigation, but to absolve the top ranks of abusing their powers out of bias against President Trump, according to people briefed on a draft.
Investigators for the inspector general, Michael E. Horowitz, uncovered errors and omissions in documents related to the wiretapping of a former Trump campaign adviser, Carter Page — including that a low-level lawyer, Kevin Clinesmith, altered an email that officials used to prepare to seek court approval to renew the wiretap, the people said.
More broadly, Mr. Horowitz’s report, to be made public on Dec. 9, portrays the overall effort to seek the wiretap order and its renewals as sloppy and unprofessional, according to the people familiar with it. He will also sharply criticize as careless one of the F.B.I. case agents in New York handling the matter, they said.

I do not disagree with your point and did not make mine clear. You carry that bag of bias into any courtroom or court of appeal and your case would get thrown out.
That is the problem with the IG vs a judge or courtroom.

Tactical victory for the Swamp major strategic error. They should of cut their losses and jettisoned their dead wood. . White washing this is going to make the US voters even more infuriated with DC going into 2020.
This whole dual system of justice people like the Clinton Bidens etc get sticks in the craw of a lot of people who are not otherwise political.

I think that’s exactly what it is. He was the one that got the text messages. If he found those I would think if he had integrity he will charge people. I think this isn’t the real story.

Sure, but I’d think he’s briefed on both the IG DOJ report and the upcoming John Durham report.
I went on YouTube to listen to the interview he gave with Fox & Friends. He references both and clearly points to the former as “historic” but the latter he suggests is consuming.
So, let’s pray and be patient in the interim.
Many of us expect them to sacrifice low level crooks to save the big ones.
The report could say, “Comey should be imprisoned,” and they’d say, “The report essentially exonerates Comey.” They just keep repeating their narrative, truth is unimportant.
Marking this article for when the actual report comes out. Because a lot of people here are making absolute assertions on both sides and the truth is nobody knows. Trump says a lot of things in the moment-and the NYT lies. We will know in a couple of weeks where the truth is.
COVER UP story. Cover up story. The NYT will never print the full truth or give a logical explanation of something if it will help Pres. Trump. You can take that to any of Bloomburg’s banks.

As long as the FBI fails to thoroughly investigate Hillary and the Bidens, we know for a fact that extreme bias is at play. Horowitz would torpedo his own credibility with a conclusion of no bias.

So that’s the big booming bombshell we’ve been prepped to expect all these months. I’m whelmed.
Correct, he is part of the deep state and you think he is going to come out and criticize the people he works with. No Bias what a load of BS. This is a useless report. They were careless and made mistake really and you expect the public to believe that crap. The only way to find out the truth and hold people accountable is have a SC will full powers.

What was Clinesmith promised in return?
"In 2018, GOP Congressman Mark Meadows publicly accused Clinesmith of possibly being the FBI lawyer described in the inspector general’s report as writing anti-Trump messages, including one that declared “viva le resistance.” The Times is now reporting that Clinesmith is that lawyer, known as 'FBI lawyer 2' in the IG’s earlier report into the Clinton email investigation.After former FBI Director James Comey sent his letter to Congress about reopening the Clinton investigation right before the election, the lawyer sent four similar messages to different employees, including:
“I mean, I never really liked the Republic anyway.”
“I’m just devastated. I can’t wait until I can leave today and just shut off the world for the next four days…I just can’t imagine the systematic disassembly of the progress we made over the last 8 years...the crazies won finally. This is the tea party on steroids...We have to fight this again. Also Pence is stupid.”
“And it’s just hard not to feel like the FBI caused some of this. It was razor thin in some states. Plus my god damned name is all over the legal documents investigating his staff. So who knows if that breaks to him, what he is going to do.”
Meadows argued that Clinesmith is possibly the attorney who was also assigned to, and then removed from, the Russia probe. That’s now been confirmed to be true."
