WASHINGTON A highly anticipated report by the Justice Departments inspector general is expected to sharply criticize lower-level F.B.I. officials as well as bureau leaders involved in the early stages of the Trump-Russia investigation, but to absolve the top ranks of abusing their powers out of bias against President Trump, according to people briefed on a draft.
Investigators for the inspector general, Michael E. Horowitz, uncovered errors and omissions in documents related to the wiretapping of a former Trump campaign adviser, Carter Page including that a low-level lawyer, Kevin Clinesmith, altered an email that officials used to prepare to seek court approval to renew the wiretap, the people said.
More broadly, Mr. Horowitzs report, to be made public on Dec. 9, portrays the overall effort to seek the wiretap order and its renewals as sloppy and unprofessional, according to the people familiar with it. He will also sharply criticize as careless one of the F.B.I. case agents in New York handling the matter, they said.

I do not disagree with your point and did not make mine clear. You carry that bag of bias into any courtroom or court of appeal and your case would get thrown out.
That is the problem with the IG vs a judge or courtroom.

I think thats exactly what it is. He was the one that got the text messages. If he found those I would think if he had integrity he will charge people. I think this isnt the real story.

I went on YouTube to listen to the interview he gave with Fox & Friends. He references both and clearly points to the former as “historic” but the latter he suggests is consuming.
So, let’s pray and be patient in the interim.
Many of us expect them to sacrifice low level crooks to save the big ones.
The report could say, Comey should be imprisoned, and theyd say, The report essentially exonerates Comey. They just keep repeating their narrative, truth is unimportant.
Marking this article for when the actual report comes out. Because a lot of people here are making absolute assertions on both sides and the truth is nobody knows. Trump says a lot of things in the moment-and the NYT lies. We will know in a couple of weeks where the truth is.
COVER UP story. Cover up story. The NYT will never print the full truth or give a logical explanation of something if it will help Pres. Trump. You can take that to any of Bloomburg’s banks.

As long as the FBI fails to thoroughly investigate Hillary and the Bidens, we know for a fact that extreme bias is at play. Horowitz would torpedo his own credibility with a conclusion of no bias.

Correct, he is part of the deep state and you think he is going to come out and criticize the people he works with. No Bias what a load of BS. This is a useless report. They were careless and made mistake really and you expect the public to believe that crap. The only way to find out the truth and hold people accountable is have a SC will full powers.
