A lot of the state department people have said that what was important was setting up a White House visit. When it was clear that the Ukraine government did not know the aid was being held up, the Democrats shifted the prize-saying that the White House visit was the new "quid".

This story has become so convoluted, and it appears that so many egomaniac diplomats and bureaucrats have stuck their noses in where it didn't belong, that it's getting harder and harder to figure out what happened. But what seems to be very consistent is that no one has stated that they were told directly by the president that there were conditions on the aid, the visit, or the investigations. People have assumed it, people have said that others told them things, and others have said that it just appeared it was the case,
