All humans are social, and all societies (including dogs, chimps or even rats) distribute status unequally and organize themselves into hierarchies based upon the finest of details. Children most of all. That is absolutely unavoidable and part of the human condition. A child feeling he/she is "low status" or put-upon by others can occur simply because someone commented about the color of their T-shirt.
Its why "bullying" is an empty, catch-all, overused media phrase - a bit like "climate change." IMHO is also a phrase that "educators" use to avoid their own responsibility for bureaucratic, organizational failures, lack of supervision for the children in their charge, and lack of any moral education.

Teachers or school administrators allow some children to abuse the others. The abused children appeals to higher authority and are either put off or told it is their own fault.
This is however not normal outside of a "Lord of the Flies" setting. The adults are suppose to intervene because it is their job to civilize the little barbarians.
