Its standard practice to issue a temporary injunction pending oral arguments when the judge, or the justices in this case, think that the party will win the case and so the issue a temporary injunction pending a permanent injunction in advance of their ruling so the damage by not immediately overturning the lower courts ruling can be avoided. They are essentially signaling that most likely they will be overturning the lower court, but have not yet, but in the meantime, hold your horses until we hear the case.
