Senate Homeland Security and Governmental Affairs Committee Chairman Ron Johnson (R-Wis.) opened the door on Thursday to subpoenaing a cadre of top Republican targets as part of his panel’s oversight work.

Pressed if he would issue subpoenas for House Intelligence Committee Chairman Adam Schiff (D-Calif.), former Vice President Biden or his son Hunter Biden or the whistleblower at the center of the impeachment inquiry, Johnson stressed that he was still trying to collect information.

“I don’t really want to make news on your program because I’m working with Senator Grassley’s staff, but we’re having meetings in terms of what our next steps are,” Johnson told WSAU, a Wisconsin radio station on Thursday.

“I’m not going to get out ahead of my skis here. …In order to bring in witnesses for questioning you want to lay the groundwork,” Johnson continued. “[A] subpoena is the last step in the process, you go through a multiple step process.”

Asked by the talk radio host if he was willing to say that the Bidens, the whistleblower and Schiff would be subpoenaed “once he got to the bottom of all this,” Johnson added “unless they cooperate willingly, and that may happen.”

“If not, yeah I have that subpoena power and I’m not afraid to use it,” he said.

Asked if he was willing to say he would use it, Johnson added: “I will use it.”

Johnson and Senate Finance Committee Chairman Chuck Grassley (R-Iowa) have fired off a flurry of oversight letters, including requesting any State Department records involving Hunter Biden or Ukraine gas company Burisma.

House Republicans tried to call the whistleblower, who filed a complaint that helped guide the investigation, as well as Hunter Biden as witnesses in the public impeachment inquiry hearings. But Democrats rejected their request.

Joe diGenova recently said that the Senate cannot issue subpoenas without consent of the minority leader (Schumer). Perhaps he was wrong about that?

I'm not sure about that, but I think I read from a reliable source that it only takes a majority vote of the Senate to subpoena a snake like Schiff, etc.

I hope someone can clarify this soon.

Below is a link to a PDF discussing the subject. The takeaways are:

1. The various Senate committees have their own rules about issuing subpoenas;

2. Most of the committees require the ranking minority member of the committee to consent;

3. Judiciary is one of the committees that requires the minority member to consent; and

4. Most importantly for purposes of this article, a majority of the members of the Homeland Security committee, of which Ron Johnson is the chair, can overrule lack of consent by the ranking minority member.

WHAT DOES THE SENATE REQUIRE to issue subpoenas in an Impeachment Hearing?

Is it a simple majority vote of the Senate members? Or is it something else?

Johnson is just tossing a little red meat to the GOP base and excusing doing nothing as the House impeaches POTUS. Watch what the GOP Senate does and not what they say. Right now that would be nothing.

So change the rules of the Senate. Abolish this rule and only require majority. Correct me if I am wrong, but all it takes is a majority vote to change the rules and the GOP, even sans Romney Collins and Merkowski still would have the votes with Pence as a tiebreaker. Do it and do it now. They didn't think twice about doing it in the House. The GOP needs to return the favor in the Senate. So screw 'em-it's scorched earth time and don't forget it.
