Are you from Russia? I have a family member who lives there, and I have been there. The cities that I saw are packed with people who live in apartments. Going into the villages is like stepping back in time. So this was my observation. I could be wrong.
Actually you are both correct. The time period in question was of collectivization. Farms, peasants, were brought under government control. Many due to the abject poverty of the situation moved to the cities.
