Didn’t California have a plan to make setting up HAM radio repeaters cost a fortune. What happens when cell phones don’t work?

Probably wise to not depend on the gadgets as much as we do and plan for a time when cell phones don’t work.

My understanding is that California has been demanding money from ham radio operators for sites, eroding the technology base.
