Ellen Lee Zhou, a San Francisco social worker running for Mayor of San Francisco, paid for a billboard that is raising controversy in the SoMa district.
"I think it's interesting. I live in this area so hopefully, it doesn't cause too much controversy," said SoMa resident David Pham.
The billboard located on Dore Street shows a cartoon of a woman with her feet up, smoking, and holding a stack of money.
A man can be seen carrying a young girl with a quote under it: "Stop slavery and human trafficking in SF" and "Vote Ellen Zhou Nov 5th for Mayor."

Ellen Zhou: I believe it symbolizes London Breed.
Luz Pena: You believe or was that the intention?
Ellen Zhou: I believe that was the intention.
Luz Pena: Do you think that's disrespectful?
Ellen Zhou: No, not at all. I think that's freedom of press and freedom of speech.
Zhou also ran for mayor last year and told ABC7 News she didn't mean for the billboard to be controversial, but for people to focus on her message.
"I will declare an emergency to invite a higher level of care for people to come in and clear and clean the streets, arrest the drug dealers and separate them for the services they need. Sixty percent of the homeless have addictions," said Zhou.
The candidate also wants to stop car break-ins, clean the streets, and provide housing for teachers and workers.
"To me, it symbolizes a mayor that is talking and thinking about change, but not doing about change," said Zhou about depicting Mayor London Breed this way.

Agree that its harsh. Its the GOVERNOR of California thats the real problem dragging EVERYONE along with him!
I had no idea who the mayor of SF was.
Reading the graphic left to right, I’d say the left side is unclear to the average pedestrian. The figure of the man carrying ‘something’ away is trying to describe a complex problem with a few figures. The vignette is cluttered and doesn’t really work.
The artist would have been better off just showing the lines of people seen in the middle, with a line of type below it.
The figure on the far right works very well.
That is how many in the Bay Area now see Mayor Breed.
She promises big, but delivers small or not at all.
We still have many areas of human waste left by the catered to Homeless. The only thing I would say is slightly ‘off’ about the lounging female figure, is that although she calls herself Black, the real mayor is far more light skinned than that illustration. But it’s not a big deal. The pose and expression communicate nicely.

My first Google search used Ellen Zhou, and I was asked "did you mean Ellen Zho?" I tried "London Breed billboard" and it turned up this YouTube:

I presume this is “Blue-on-Blue” action out there in San Francisco, and we should be cheering it on?
Yeah I was actually referring to London Breed. I thought she was at the very least, a step up from Gavin Newsom. Maybe not.
Ellen Zhao needs to know her constituents. Its San Francisco, the last thing people need is to think that voting common sense means its automatically racist.
I think the billboard was a mistake.
And to shift and touch on another sensitive issue. Is Ellen Zhao committed to liberating San Fran from the clutches of oligarchic billionaires from China?
They are both problems, and of the same party as well.
Yes the billboard reflects a non PC perspective such as youd find in an Asian country, so she depicts the black mayor as black. (and the child trafficker as white fwiw). Listening to her voice, she sounds as is from Asia, maybe not that long ago. She also calls SF communist on her campaign webpage. Not a sophisticated campaigner - apparently just somebody fed up with feces-covered sidewalks and rampant car breakins.
