Smart people keep their electric cars charged. Same as gasoline cars, you don't want to leave it near-empty in case of an emergency. And electric cars have batteries that can be used to power devices in the home during a blackout.
Having said that, I can't believe how stupid solar-panel users are if they didn't install storage batteries! Extremely stupid! The other thing about solar panels, is that they are often damaged or destroyed during storms. They are fragile.
