No, it wasn't even that.
There was a sense vote yesterday on the whistle-blower complaint, but this wasn't that.
What this is is the usual no-means-yes type of chicanery that we've become used to.
This was a vote on a motion to table a resolution submitted by Kevin McCarthy:
Resolved: That the House of Representatives disapproves of the actions of the Speaker of the House, Mrs. Pelosi of California, to initiate an impeachment inquiry against the duly elected President of the United States, Donald J. Trump.The House vote was to table McCarthy's motion against Pelosi's unilateral declaration of an impeachment inquiry without a full House vote.
Breitbart is saying that the House implied a vote to proceed with an impeachment inquiry by blocking McCarthy's vote of disapproval of Pelosi, without having to actually vote in the affirmative to launch an impeachment inquiry.
