Armed Conflict is not the only type of war. Venezuela comes to mind.

We are not fighting Venezuela to my knowledge, nor are we working overtly in changing that government. On the other hand, President Trump is working to denuclearize the DPRK.

Shortly after Trump’s comments, Secretary of State Mike Pompeo announced that the US has invoked the Inter-American Treaty of Reciprocal Assistance (TIAR), which would give legal framework for military intervention in Venezuela.
